The 19 is a recognized error, and it just has the pages switched, so it is not incomplete. This one is, and there is really not much else they could have done. It is weird and awesome in its own way.

That's a beautiful book with beautifully placed sigs! Seems weird to give such a low grade when books like sandman 19 are just referred to as "error version".
